ILF Executive Director Speaks at Conference in Peru

Natalie Rea and Ernesto LechugaILF Executive Director Natalie Rea was invited to Lima, Peru to speak at a conference on September 14, 2012, co-hosted by the Peruvian Ministry of Justice and UNDP on “Criminal Policy and Prison Reform in the Framework of a Democratic and Inclusive Government.” She discussed issues of pretrial detention in Peru, and also addressed the common challenges in providing effective criminal legal aid services, such as early access to counsel, ensuring quality representation, and establishing the independence of defense counsel.

While in Peru, Rea met with the director of the government public defender service, Ernesto Lechuga (shown in photo), the vice minister of justice Daniel Figaro, and visited a local court and police department. Rea’s insights into the issues causing Peru’s high pretrial detention rates were well received and the ILF was invited to return to assist with challenges Peru faces in delivering quality criminal defense services to the poor.
